The dynamical development of Indonesia currently, demand that the curriculum development need to pay attention for: the newest issues at the education world, the issues that emerge in the real activity, various school, education staff, willing and ability of the student, and also demand of social development, science and technology.
The main problem on the process of learning mathematics is appropriate with the aim, the way to achieve this aim and how to know that the aim was achieved. So the syllabus of mathematics learning need to be arrange in order to make it was completely contained the board outline of learning content which is refer to the characteristic of mathematics that appropriate with the competence will be achieved.
The school mathematics characteristics
The school mathematics characteristics are (Ebbut and Straker, 1995:10-63): mathematics as the connection and pattern investigation activity, mathematics as creativity which is need imagination, intuition and invention, mathematics as a problem solving activity, mathematics as communication tools.
The learning mathematics characteristics of the student
The learning mathematics characteristics of the student are (Ebbut and Straker, 1995:60-75): the students will learn mathematics if they have a motivation, the students will learn with their own ways, the student will learn mathematics individually and also through collaboration with their classmates, the student need different context and situation on the process of learning mathematics.
Syllabus
The format of syllabus are the form that contain of the standard competence, the basic competence, the content of learning, the elaboration of the learning material, the student learning experience, the allocation of times and the source that will be used.
Determining the material and its elaboration
For all level of education, the material of learning mathematics is consists of (Ebbut and Straker, 1995): facts, concepts, reasoning skill, algorithm skill, problem solving of mathematics skill, and also investigation skill.
